For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
Reporting Lines:
The National Food Supply Chain Management Specialist reports directly to the Environment and Natural Resource Sustainable Management Subgroup Leader.
Technical Focus:
In response to the global crisis on food, energy, and finance, whose impacts are now being felt in the country, the Food and Agriculture Organization (FAO), the World Food Programme (WFP), and the International Labour Organization (ILO) are implementing a Joint Programme on "Monitoring the Food, Energy, Finance Crisis towards Informed Policy and Response Options in the Philippines" supported by the Joint SDG Fund.
The National Food Supply Chain Management Specialist is expected to lead a study on the Philippine's food supply chain management which will describe and map the major systems for agri-food production, including but not limited to production areas, sources and markets for agricultural inputs and fertilizers, hubs for manufactured foods, and dynamics of trade, transport, and logistics in the food supply chain. The study shall then assess the vulnerabilities of the selected critical and highly affected food supply chains in the normal and crises periods, especially in the context of the current global crisis, and to derive insights to improve efficiency in energy use and increase the adaptability of food corridors in both physical (assets, infrastructure, facilities) and non-physical (trade processes, border protocols, clearances) terms. It will explore indicators on elements of trade, transport, and logistics in the agri-food systems that may be relevant to include in the crisis monitoring systems at a future stage.
Tasks and responsibilities:
The National Food Supply Chain Management Specialist will carry out the following tasks:
1) Lead in the preparation of an annotated research outline detailing, among others, the research objectives, scope, study methodology, data requirements and sources, data collection and consultation design, and study schedule/timeline;
2) Lead and coordinate data collection (documents, reports, datasets) from relevant sources including government agencies, academe, and private sector, with the assistance from the Partnering United Nations Organizations (PUNOs) WFP-FAO-WFP as needed;
3) Facilitate and document the consultation process with relevant stakeholders, through KIIs, FGDs, or workshop;
4) Lead in the writing and analysis of the study, seeking technical guidance and inputs from the PUNOs as needed;
5) Produce a draft study manuscript for review and validation of FAO technical officers, the PUNOs and relevant stakeholders;
6) Produce the final manuscript, incorporating feedback from the validation process, in the prescribed template by the PUNOs;
7) Contribute to the preparation of a policy paper towards the end of the programme, to capture and synthesize the process taken, results obtained from the monitoring activities and studies, and their implications on food, energy, and finance in the next year/s;
8) Together with the FAO Backstopping Officer, participate in relevant meetings for the study with the PUNOs and other stakeholders;
9) Compile and hand-over to FAO all files of collected data and information, including documentation of KIIs, FGDs, and workshops;
10) Prepare, as needed, presentation materials for meetings and communications under the Programme;
11) Perform other tasks relevant to the technical specialization as deemed necessary by the Programme
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
The candidate must have an advanced university degree in food technology, management, agriculture, fisheries, environmental science, environmental management, development studies, social science, or related fields
At least seven (7) years of work experience in either academic/development research projects for the agriculture sector, research/industry role in food supply chain management, or research/industry role in trade and logistics for the food sector, or experience related to these themes
A national of the Philippines or resident in the Philippines with a regular work permit.
