Job Description Fluor, together with its joint-venture partner AECOM, has been awarded a four-year program delivery support services contract for the California High-Speed Rail program by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley. The Mitigation and Conservation Planning Manager works under the general direction of the California High Speed Rail Authority (Authority) director of environmental services (Environmental Services Branch) in coordination with the functional groups under the Environmental Services branch of the CHSR Program. Job Responsibilities: . Evaluating environmental commitments to assess unmet compensatory mitigation needs pertaining to biological, aquatic, and air quality resources. . Identifying and evaluating opportunities to advance on-site and off-site conservation easements, mitigation banks, in-lieu fee programs, credits, or other tools to meet the compensatory mitigation needs of the Authority. This evaluation could include assessment of established mitigation banking opportunities and would require a detailed evaluation of prospectuses and technical documents. . Preparing and securing approval for off-site mitigation projects including site evaluation, supporting property acquisition, coordination with design consultants, coordination with Authority Environmental Services staff to evaluate and obtain environmental clearances, and coordination with federal, state, and local regulatory agencies to obtain permits and approvals. . Managing documentation related to the mitigation compliance. . Coordinating with numerous staff at various branches across the Authority to ensure consistency with the Authority's other activities, plans, goals, and policies. . Reviewing environmental documents for compliance with planned activities. . Identifying gaps in CEQA/NEPA and permit coverage and recommend rectifying actions as appropriate. . Scheduling regular meetings with Authority staff, as needed, to ensure robust communication and support for program objectives. . Other duties as assigned Basic Job Requirements . Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed some locations may have additional or different qualifications in order to comply with local requirements. Minimum Requirements include knowledge of: . Clean Water Act: Section 401 (Water Quality Certification), Section 402 (NPDES) Section 404 (Dredge/Fill). Experience dealing with the State Water resources Control Board (SWRCB), Regional Water Control Boards (RWQCBs) and the United States Army Corps of Engineers (USACE) . California Department of Fish and Wildlife (CDFW, Section 1602 and Section 2081 of the Fish and Game Code for the California Department of Fish and Wildlife.), . United States Fish & Wildlife Service (USFWS, Section 7) US National Oceanic and Atmospheric Administration) /National Marine Fisheries Service (NOAA/NMFS) regulations and agency coordination. . Federal (National Environmental Policy Act [NEPA]) and state (California Environmental Quality Act [CEQA]) environmental law and processes as well as other relevant state and federal laws and regulations. Ability to work independently, problem-solve through creative processes and establish partnerships with Authority staff, regulatory agencies, external contractors, project management, legal counsel, and other organizations. The individual must possess demonstrated project management abilities and experience working with complex permitting and environmental processes be capable of presenting complex technical information in an easily understandable format and context and function well in a fast-paced, changing environmental under demanding deadlines. Preferred Qualifications . 10 years of experience supporting or developing mitigation solutions for projects in California, preferably in the Central Valley . Degree in environmental planning, environmental sciences, biology, geography, or a closely related field . Excellent analytical, verbal, and written communication skills . Familiarity with the planning and implementation process for major transportation or rail projects . Effectively use Microsoft Office Suite for analysis of data and presentations.
