Project Description
Opportunity 2.0, funded by USAID, will strengthen second-chance education programs for vulnerable out-of-school youth in the Philippines. Opportunity 2.0 will collaborate and work with national and local systems supporting youth in order to provide 180,000 youth with the skills and opportunities to improve their education, employment, and livelihood outcomes.
Achieving this vision will require a multi-faceted, systems-strengthening approach that aligns the formal education system, markets, and youth "sub-systems" at the regional levels. This will be achieved by providing experienced project personnel embedded in government departments; further aligning the input of technical assistance; and maximizing opportunities to bring together the respective stakeholders to identify and refine synergies and transition pathways for youth, particularly between Department of Education (DepEd)'s Alternative Learning System (ALS) program and the Technical Education and Skills Development Authority (TESDA).
Job Description
The Master Trainer - Davao will support curriculum and training development and delivery of O2 Training of Trainers, provide coaching to O2 local partner trainers or facilitators, and TESDA and ALS administrators in Davao Regional Hub. The Master Trainer - Davao, along with other Master Trainers assigned to the Davao hub, will organize and lead or co-facilitate meetings and workshops as needed. The Davao regional hub currently includes four (4) sites: Davao City, Cagayan De Oro City, Cotabato City, and General Santos City. An additional project site will be added to the Davao Hub by end of 2021.
Essential Functions
The Master Trainer's specific responsibilities will include, but are not limited to:
Support planning and conducting activities to strengthen systems service delivery, such as engaging local universities in ALS teacher professional development, continuing education and career guidance for ALS youth, as well as developing a pre-service ALS teacher training curriculum and program for leading teacher education institutions.
Support planning and implementation of a blended professional development training program for ALS implementers in close coordination with the Youth Development Team Leader (YDTL), YDCs and DepEd.
Organize and co-facilitate Training of Trainers workshops (TOT) on the O2 curriculum with partner universities, youth service providers and trainers.
Support and monitor delivery of O2 training activities within the assigned O2 sites.
Provide ongoing technical support and monitoring to trainers from DepEd ALS, TESDA and local partners implementing the O2 curriculum.
Analyze the evaluation results and contribute to the continuous improvement of training curriculum and design.
Develop and coordinate advanced trainings in specific technical areas as needed.
Support the implementation of a pilot program that combines the Be Your Own Boss (BYOB) curriculum with savings groups (SILC) and entrepreneurship accompaniment, in close coordination with the Youth Development Coordinator and Youth Technical Director.
Support local trainer providers to help integrate Work-Based Learning (WBL), entrepreneurship training and coaching, and technical training into their existing programs and services for DepEd ALS and TESDA youth, in close coordination with the YDTL and YDCs in the assigned sites.
Assist the Youth Development Coordinators in ensuring the quality and delivery of O2 training activities by youth service providers.
Support or assist the Youth Development team within the assigned sites to liaison with local partners in his/her area of responsibility to ensure close collaboration in all aspects of O2 technical programming.
Support coordination with city/municipal level partner agencies and local youth service providers on project supervision visits of US Embassy/USAID, EDC, DepEd ALS Task Force, TESDA national and regional offices and other officials to his/her area of responsibility.
Provide technical and other support for implementing workshops, forums and other learning events at the local level to disseminate results of project-wide assessments, communicate innovative approaches and good practices, and share research findings as appropriate, for the purpose of knowledge-sharing and for building or sustaining partnerships.
Actively contribute to the project communications plan by regularly providing documentation of significant events, success stories, and other similar materials to feature in USAID weekly highlights, EDC newsletter, and for press releases.
Provide technical inputs for partner and technical working group meetings, planning and implementation meetings, and the like.
Prepare work plans and activity reports.
Provide feedback on youth service providers' training activities and other implementation concerns at the field level.
Provide technical inputs to O2 project team meetings and written materials for quarterly reports.
Actively participate in fostering a collaborative environment between technical teams in the field and Admin, HR, and Finance departments.
Comply with project and organizational policies on technical activities with regards to security, human resources, financial and grants management, the confidentiality of documents and information, and the like.
Comply with EDC's administrative and HR regulations, including policies and procedures on performance management and annual performance review.

Qualifications
MINIMUM QUALIFICATIONS
Education:
B.A. in education, social development, or related field. Specialized training in non-formal education or related/similar fields is an advantage.
Skills and Experience:
At least 5 years of work experience in curriculum and training development, instructional design, and training design, delivery and facilitation preferably in an NGO, international organization or business.
Extensive experience and involvement with developing curricula and training materials for ALS, workforce development programs, and TVETs.
Must have teaching or facilitating experience using the andragogy approach, including experience in using active teaching and learning methodologies for adults and youth.
Experience and/or training in career guidance and counseling or human resources management desired.
Experience in working in Opportunity 2.0 regions, or similar socio-economic-cultural context would be a distinct advantage.
Demonstrated capacity for coordination and task management.
Excellent people skills at all levels, cultural sensitivity, and the ability to work in both a multicultural work environment as well as independently.
Working knowledge of MS Word, MS Excel and preparing effective power point presentations.
Demonstrated willingness to travel to provinces and districts for project needs.
Language:
Working knowledge of Filipino, local language and dialect(s), and excellent English language written and oral communication skills.
