Job Description As directed by the designated Licensing Lead or Project Manager, the Licensing Engineer/Specialist Salary Grade 21 prepares (i.e., authors) and manages the review and comment cycle for assigned portions of a combined license applicati Job Description As directed by the designated Licensing Lead or Project Manager, the Licensing Engineer/Specialist Salary Grade 21 prepares (i.e., authors) and manages the review and comment cycle for assigned portions of a combined license application (COLA) in accordance with 10 CFR 52, Subpart C, and other applicable Nuclear Regulatory Commission (NRC) requirements and guidance. The Licensing Engineer/Specialist Salary Grade 21 ensures assigned work products are of high quality and are drafted and finalized per the project schedule. The successful candidate will: 1. Using self-study and independent research under the mentorship of a Senior Licensing Engineer or COLA Licensing Lead, quickly develop a working knowledge of NRC regulations and guidance applicable to a COLA. 2. Author/prepare and validate portions of the COLA Final Safety Analysis Report (FSAR) as assigned by and under the supervision of the COLA Licensing Lead or COLA Project Management. 3. Ensure that licensing work products are complete, accurate, and in compliance with applicable regulatory requirements and guidance and industry codes and standards, and with the project licensing strategy, procedures, guidance, and commitments. 4. Coordinate with project team members (both external and internal) to obtain needed input to assigned COLA work products and to ensure consistency between assigned COLA work products and that of other project team members. 5. Apply planning and organizational skills to ensure that assigned work products are prioritized appropriately to meet project schedule milestones. 6. Support interface and interactions with industry groups (e.g., NEI, EPRI, etc.) if/as directed by the responsible manager. 7. Implement lessons learned and industry best practices as applicable. 8. Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies. 9. Support the project based out of Houston, TX, or Greenville, SC however, the possibility to effectively work from a flexible, remote work location is an option. 10. Perform other duties as assigned. Basic Job Requirements . Education/Certification: A minimum of a Bachelor's degree in Engineering, Engineering Technology, Mathematics, or Applied Science is required. . Experience: A minimum of five years working in an engineering- or technical discipline requiring superior attention to detail and technical writing ability. A minimum of two years of legal/regulatory affairs, regulatory licensing, or paralegal experience is preferred. Other nuclear, Navy nuclear, engineering, and legal/regulatory background may be considered. . Writing Experience: A recent writing sample is requested. . Industry Requirements: Eligible to work under Department of Energy 10 CFR 810. Must be authorized to work in the country where the position is located. . Quality Assurance: Demonstrated understanding and implementation of quality assurance regulations, standards and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1 preferred. Preferred Qualifications . Ability to understand and communicate clearly using a phone, personal interaction, and computers. . Ability to learn new job functions and comprehend and understand new concepts quickly and apply them accurately in a rapidly evolving environment. . The employee frequently is required to sit and stand walk bend, use hands to operate office equipment and reach with hands and arms. . Ability to travel locally using common forms of transportation.
