OBJECTIVES:
To support the delivery of IT projects guided by the ITD’s Project Management Framework (PMF) and supported by other services of ITPM’s PM CoE by leading the performance of project assurance activities across the IT portfolio of projects managed by ITPM.
SCOPE:
IT project assurance shall be facilitated and supported by the Portfolio Management team of the IT Program Management Division (ITPM) and shall cover ITD projects. The time spent by the Lead Project Assurance Analyst shall be charged ITPM's AE budget.
 DUTIES AND RESPONSIBILITIES:
As part of the ITPM’s Project Assurance team, he/she will report to the IT Specialist (Portfolio Management) and Senior IT Officer (Portfolio Management) under the Director, ITPM. The personnel will report full-time during the engagement period;
Collaboratively facilitate the development of a new IT project's tailoring plan:
Provides advisory services to the Program Manager (PgM), Project Manager (PM), Project Lead (PL), and Project Administrator (PA) in tailoring the applicable project management and delivery processes and artifacts after approval of the new project's Business Case;
Provides the necessary support services in mapping the selected ITD's PMF and SDLC artifacts applicable to the vendor's project management and delivery artifacts (preferably before the conclusion of the contract negotiation with the vendor); and
Tracks the state of the project PMF artifacts to ensure timely completion by the team and proposes options for the project team to meet the requirements.
Facilitate the project team’s readiness in addressing the project’s high risks and issues:
Reviews and works collaboratively with the PgM, PM, PL, and PA to ensure that the high risks of the project have the necessary avoidance, mitigation, and/or fallback plans in response to the risk raised;
Provides advisory services to the PgM, PM, PL, and PA to address the gaps observed in the team’s maintenance of the project’s RAID logs.
Facilitate Vendor Performance Evaluations (VPE) by the project team:
Provides advisory services to the PgM, PM, PL, and PA in tailoring and using the VPE form for each of the project’s IT vendors;
Assures that VPEs are conducted timely by the project team by agreeing an upfront timetable for VPEs for each project with the PM / PL during the project tailoring exercise, providing reminders to the project team of when VPEs are due, and following up to ensure the team is actioning the VPE;
On a regular basis, collates the VPEs for all projects and provides analysis on the results to look for common issues, and proposes recommended actions to PMO and Director, ITPM.   
As part of the PCR Review Team, contributes to the review of all PCRs to ensure its completeness.
Conduct IT project health checks:
Works collaboratively with the PgM, PM, or PL and assigned PA in:
Eliciting information, conducting interviews,
Discussing and agreeing on the best way forward and timeline to “go-back-to-Green”, and
Other necessary activities in the conduct of a "quick or thorough" health check of the project;
Writes IT project health check reports and recommendations (including identification of best practices and "go-back-to-Green" activities if needed); and
Performs report presentations and other related activities as required.
Consolidation of status reports and other pertinent information of ongoing project assurance activities to ITPM management, escalation of project portfolio issues/risks that may require ITD management attention, and develop other ad-hoc reports related to project assurance as required by ITPM management.
Assist in updating and maintaining ITD’s PMF (including its related tools and templates);
Assist in curating and maintaining the Portfolio Risk Management process and templates, the repositories of project Lesson Learned and Good Practices, and other ad-hoc activities of ITPM’s PM CoE;
Support and assist ITPM management in developing and implementing new processes, tools, and templates necessary to improve project assurance in terms of project governance and monitoring/tracking of projects;
Participation in the conduct of orientation and awareness sessions on ITD’s PMF, the PM CoE’s services, and other ITPM processes, tools, and templates within ITD and with other departments (if necessary);
Will mentor and lead other Project Assurance Analysts and other resources (if deemed necessary by ITPM management).
QUALIFICATIONS:
Bachelor’s degree, preferably in Business Administration/Management, Accounting, Computer Science/Studies, IT, or Engineering;
10+ years of relevant experience in IT project management (preferably in IT consulting, software development, or IT infrastructure projects);
At least 6 years working experience in performing project assurance, health check/control, or IT process/project audit;  
Preferably with experience in using SDLC (including “lean and agile” methods) in delivering IT solutions; and
Preferably with experience in contract and procurement management.
 Technical Knowledge:
Knowledge of both theoretical and practical aspects of portfolio, program, and project management, including project management techniques and tools;
Knowledge of IT governance (preferably COBIT 5);
Demonstrated experience and expertise in defining, planning, and controlling processes for large and complex IT capital programs and projects, involving system development, integration, and implementation;
Proven experience in project risk management with strong analytical skills to discern possible risk items in implementing an IT project; and
Broad knowledge of IT as applied in an enterprise environment.

 IT Tools:
Proficient in O365 and with working knowledge of MS Project.
Certification:
Must be either PMP, PRINCE2, PMI-ACP, or Agile-PM certified;
Preferably PMI-RMP / CRISC, ITIL, PSM/CSM, CISA certified, or other related certifications.
