Job Summary
The MEAL Manager plays an essential role in Educo Philippines, leading the development and operationalization of Educo's MEAL framework and Impact Measurement System, capacity building activities related to MEAL, annual and accountability reporting and knowledge management. S/he ensures that the M&E framework and designed tools and system for data gathering, data analysis, results-based reporting and knowledge management is operational and up to date. The MEAL Manager will work closely with Educo's Global MEAL Teams, Country Office team and other ChildFund Alliance members. The MEAL Manager reports to the Country Director (CD) and leads the MEAL Unit.
Responsibilities
A. Program Quality and Effectiveness
Provides leadership and direction of country office MEAL to ensure high quality programming across all projects
Supervise the team and M and E officers to ensure high-quality implementation of all monitoring, evaluation, accountability and learning activities
B. Impact Measurement System
Develop and oversee the implementation of robust context-appropriate Impact measurement system including its roll out in all projects
Lead in the development of a contextualized Compedium of Indicators
C. Monitoring, Evaluation and Reporting:
Collaborate with the program and implementation teams in the development of the Annual Monitoring Plan to ensure results-based project management and consistency with the the MEAL Framework
Conduct monitoring field visits for reports validation and to track progress of implementation
Track progress of implementation from regular field reports on regular basis and provide timely feedback analysis to the DOP.
Manages the Project Log and ensures that AIRs are addressed, mitigated and disseminated in a timely manner.
Develop and update monitoring and evaluation tools.
Lead in the program review on an annual basis and evaluation of completed projects to determined effectiveness and efficiency and impact.
D. Reportorial Requirements
Lead in the preparation of country office achievement based on the CPF and contributions to the Global Programmatic Framework in coordination with the Director of Programs.
E. Knowledge Management:
Ensure quality of data through data verification procedures including routine data quality audits and that it is carried out during the project life cycle.
Ensure relevant data are stored and analyze and disseminated for future planning, project development, learning, strategic decision making and supports advocacy and public relations efforts of the country office.
F. Social Research
Lead in the conduct of baseline reports and assessment.
Conduct social researches to support project development and advocacy efforts
G. Support to Project Development and Implementation
Provide support in the development of project designs and proposal in the area of MEAL components.
H. Capacity Development
Lead in the continuing capacity building of technical support staff and project implementation teams on MEAL framework, impact measurement system, compendium of indicators, monitoring and evaluation approaches , processes, tools, and other MEAL products.
Facilitate feedbacking sessions and sharing of best practices.
Train partners on monitoring and evaluation.
I. Team Management
Act as immediate supervisor of MEAL Officers, identifies performance expectations and assess employee performance, gives timely feedback and conducts formal performance appraisal
Takes timely and appropriate corrective actions with the team members.
Enforce all policies, procedures, guidelines, directions and directives and provide timely feedback to P&C compliance or violation thereof.
Facilitate, coaching, mentoring and leading towards achieving the set objectives
Ensure that the entire MEAL unit effectively and proactively works collaboratively with all other departments and units.
J. Compliance to Corporate Mandates
Comply with organizational policies and standards - Child Safeguarding Policy, Anti-Fraud, Whistle Blower Policy, and P&C Policies and Procedures
Participation in any Country Office committee as requested
K. Personal Development
Attend internally and externally facilitated training events, workshops, symposiums, studies, conferences to enhance level of performance. Maximize the use of ICT for greater awareness of local and global trends affecting development work. Accepts special objective assignments for skills enhancement and expansion. Shares learning to benefit others.
L. Others
Perform other tasks that are needed to ensure deliverables of project/program implementation will be met.
Requirements:
Bachelors' Degree in Economics, Statistics, Social Sciences and other related courses. Graduates of other courses may be considered if s/he has the experience and competency requirements of the role. Masters' Degree or PhD degree desirable.
Competencies
At least 5 years of relevant experience implementing MEAL systems
Experience in impact measurement system
Experience in conducting studies, research and evaluations
Experience in preparing MEAL reports for various audiences
Experience with developing and managing databases and M&E tools
Experience in facilitating workshops and learning events
Experience of working in an international context (advantage)
