The Head of People Business Partnering and Operations reports directly into the Sr. Vice President for People with the primary responsibility of managing the People Business Partners, Recruitment, Payroll & Benefits and Health and Wellness. The role will help drive GSSC's people plans and people operations strategy by ensuring that programs and procedures are aligned to business objectives.
To deliver high quality People business partnering to the Sr. Leadership Team (SLT), Directors/Leads/Sr. Managers and support groups, both at the strategic and operational levels, with key priority in ensuring that strategic people initiatives are implemented and appropriately managed by the line. Serves as consultant in the implementation of the People Operating Model, including the practice of technical expertise through People Centres of Excellence.
This role will also act Cebu People Site Lead, the role is a key member of the Cebu Leadership Team by providing oversight on people-related issues and ensure programs and procedures are implemented in alignment with business objectives and local labor requirements.
Primary Responsibilities
Manages the delivery of the following People Services -
People Business partnering which includes Employee Relations and HR Compliance,
People Operations functions specifically to Recruitment, Health & Wellness, and Payroll & Benefits
Provide clear and effective counsel to management on people-related issues including hiring, performance management, employee relations, engagement and organizational design.
Contribute to the development of policies, processes and procedures in line with QBE HR Strategy, to best meet the needs of the business
Successfully manage annual process for respective business areas (e.g. Annual Merit Review, MYIR rating, Talent Review and Succession Planning sessions) to ensure effective and compliant application
Build strong and trusted relationships with Executives, clients and business leaders to raise credibility and to develop a deep knowledge and understanding of business strategies, key business priorities, issues and challenges
Maintain in-depth knowledge of labor requirements related to day-to-day management of employees, actively reducing labor risks and ensuring regulatory compliance
Provide expert technical advice and guidance to leaders and to the wider HR team, to ensure HR services and the GSSC's management of its people resources is cost efficient, effective and compliant with best practice/regulatory standards.
Exemplify expertise in an HR function or Centre of Excellence
Lead and contribute to change management organizational development initiatives to identify and ensure any people issues are appropriately considered by the business in both design and implementation
Ensures that team members in the various groups are equipped with the right skills, tools and knowledge necessary for executing their tasks and providing professional growth.
As a Risk Champion, the role will direct, manage, coordinate all points or units in his or her business and work directly with the SLT to ensure that proper risk operational management is performed across the Tower or Division.
Required Qualifications:
10+ years relevant experience
Deep experience in HR Business Partnering
Experience in managing HR Operations teams specifically in Recruitment and Payroll & Benefits
Has worked in the BPO or Shared Services setting

Knowledge of organizational development techniques and change management disciplines
Broad knowledge of PH labor legislations
