Job Description
THE POSITION
The Head of Payroll TCM will be responsible for the establishment, run and continuous improvement of Payroll in a highly dynamic and complex company environment.
Head of Payroll TCM will have to ensure compliant, accurately and timely payroll cycles. This includes but is not limited to closely align and coordinate with all payroll feeding processes such as compensation & benefits, time management processes, leave of absence, day to day time records, creation and allocation of working hours models/ shift models within the different country/state regulations and respective company agreements. In close collaboration with finance and various third party vendors and systems(e.g. Payroll-Provider, Benefit-Provider, etc.)
Tasks & responsibilities
Accountable for managing Payroll (tier 2) in line with the group wide HR service delivery model. Providing support to all countries in scope in the respective language (if applicable).
Accountable for the seamless roll-in of the selected BI countries following the Deployment Roadmap until 2021 regarding Payroll. Ensuring high quality service and day one readiness for every new country rolled in. Responsible for developing the department: solving operational or strategic problems, process analysis, strategy, budget and efficiency drive. Additionally, covering the accounting side of payroll: bookkeeping, yearend activities such as accruals, fast close.
Accountable for driving operational excellence within the Payroll teams for the execution of all related end to end processes for compliance
Ensure the payroll cycle transactions are processed accurately and timely payout and calculation of pay, loans, taxes and social insurance in a quickly changing legal environment. Also covering inpats / expats.
Ensure compliance with internal policies and controls, as well as compliance with external laws and regulatory guidance.
Responsible for properly coding payroll, taxes, cash, tax payments, etc. are reconciled to payroll ledger/system (if applicable).
Responsible to correctly process/upload all data that is transmitted to payroll from various payroll feeding processes such as compensation & benefits, time management processes, leave of absence, day to day time records, etc.
Interfacing with IT customizing and programming especially for new work schedules
Responsible for continuously striving for improvements in all process areas.
Liase with the respective HR Director/local leadership to ensure operational process excellence adapted to the needs of the region/country in alignment with Regional Service Center Strategy to ensure quality service delivery in alignment with broader HR vision and efficient, high quality and compliant Payroll and Time Management processes.
Responsible for vendor management (if applicable) to strengthen relationship, ensure the quality of work and performance evaluation to ensure the payroll cycle transactions are processed accurately and timely. Close collaboration with different local benefit-providers as important interface of Time management processes/data.
Understand legal changes and implement or request necessary changes in regard to all in scope countries and in a number of fields, such as: tax law, social insurance law, law in the work place, tariff law and internal rules and regulations. Decide on risk taking in unclear legal circumstances.
