For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
Reporting Lines:
The Gender,Stakeholder Engagement, and Knowledge Management Expert will be under the overall guidance of the FAO Representative in the Philippines ad interim, the direct supervision of the Assistant FAO Representative for Programme, the technical supervision of the International GEF expert and the lead national consultant, and in close collaboration with other national experts.
Technical Focus:
The Global Environment Facility (GEF) recently approved the Project Identification Project (PIF) of the project entitled "Sustainable Management of Natural Resources towards Rehabilitation and Preservation of the Key Biodiversity Area along Bataan Province to Manila Bay". The project specifically aims to mainstream biodiversity and sustainable land management (SLM) in key biodiversity areas (KBA) along Bataan Province to Manila Bay In response to the said objective, the project's interventions will focus on the following three components: (i) Provincial level capacity to support mainstreaming biodiversity and SLM and development and implementation of provincial level land use planning and development frameworks; (ii) Capacity building, natural resource management and sustainable livelihoods to deliver global environmental benefits in key biodiversity areas (KBAs) at sub-provincial level in Bataan province; and (iii) Monitoring and evaluation and knowledge management.
In line with this, the Food and Agriculture Organization of the United Nations (FAO), in collaboration with the Government of the Philippines, will now develop the full project document based on the approved PIF and in alignment with the national priorities, FAO comparative advantages, and GEF 7 programming directions. Project preparation activities will include desktop review as well as multi-stakeholder consultations and workshops to ensure the involvement of key stakeholders in the project design process and generate commitments both at the national and sub-national levels.
The project will focus on the Bataan Province which is directly connected to the bigger natural system of the Manila Bay catchment. Within this project site, the nature and extent of specific target sites for field-level activities will be confirmed during the project development phase, taking into consideration the existence of globally important environmental values and addressable associated threats, community buy-in, and resource availability.
It is expected that through the project implementation, biodiversity and SLM concerns will be successfully mainstreamed across landscapes. Likewise, the project will facilitate better partnerships among stakeholders and provide appropriate tool to decision makers in effectively addressing major threats on SLM and biodiversity conservation in the project sites.
Tasks and responsibilities
The Gender,Stakeholder Engagement, and Knowledge Management Expert will carry out the following tasks:
Facilitate the Theory of Change elaboration process
Develop a stakeholder engagement plan based on approved PI, TOC, and FAO/GEF and Government of the Philippines' requirements. The stakeholder engagement plan should provide activity-wise details and responsibilities of different identified stakeholders against the project outputs. The plan will also include guidance on how to strengthen existing multi-stakeholder platforms or to establishing innovative multi-stakeholder platforms in support of project outputs;
Identify and map stakeholders and potential partnerships (including co-financiers, government, private sector, multilateral, bilateral, academia, civil society, local communities and media, NGO, networks, fora); strengths and weaknesses of existing national and state level multi-stakeholder and inter-sectoral (biodiversity conservation, land/soil, among other) platforms; as well as gaps and needs for gender mainstreaming;
Develop the gender analysis and action plan based on research, stakeholder consultations and an assessment of the national and international best practices. The strategy and recommendations should be innovative, sustainable, replicable and will assist the project to show measurable changes and impacts; the action plan will provide a brief status of gender and social inclusion in the country, provide recommendations for addressing gender inequalities by identifying the role and contribution of men and women under different project activities; compile lessons on gender mainstreaming from similar environment/natural resource management projects; develop gender sensitive monitoring and evaluation process by incorporating in the project indicators gender specific qualitative and quantitative outcomes;
Support identification of beneficiaries and other stakeholders, compile sex-disaggregated data and ensure equal representation of male and female beneficiaries.
Develop an analysis of the poverty and rural employment situation;
Define an appropriate grievance mechanism for the project;
Complete and provide relevant baseline data, information, analysis, comments, and supporting materials related to issues of gender necessary to complete the full-sized project document and supporting materials;
Complete and contribute to relevant sections of the project document and supporting materials including: tracking tools, social and environmental assessments, results framework, baseline information, national benefits, results framework, sections on gender equality, human rights based approaches (including right to food, decent work accountability to affected population) capacity development, etc;
Complete and submit mission reports covering a brief summary of mission activities and conclusions, key persons/ organizations consulted and recommendations for the finalization of the project documents;
Provide a preliminary outline, proposed methodology, draft and final copies of all expected outputs;
Map and analyze existing knowledge and knowledge management systems at national and local levels that are relevant to landscape level biodiversity conservation and sustainable land management;
Identify the target audience for knowledge sharing as well as specific strategy to reach this audience. This also includes the identification of appropriate knowledge products to be developed and shared by the project based on assessment of existing knowledge products and gaps identified;
Lead the development of knowledge management system and communication plans that incorporate project lessons and related innovative practices for possible scale up in the Philippines. This also includes the clear identification of responsibilities and accountabilities, as well as appropriate budget and targets (M&E system) following the GEF guidelines, as well as FAO's standard reporting and evaluation mechanisms;
Lead the development of a multi-sectoral platform to facilitate learning and sharing among local government units; provincial and national authorities as well as with other project stakeholders;
Provide support to the expert in charge of developing capacity building activities in conducting capacity needs assessment as well as in the developing related activities;
Contribute to development of appropriate sections of the project document such as the capacity development section as well as the situation analysis, theory of change, logical framework, results framework, sustainability plan, as needed;
Develop set of activities, and associated budget and M&E for the production of knowledge tools as well as for the validation and dissemination of the tools developed; and
Carry out other relevant duties within his/her technical competence as requested by FAO.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
Advanced university degree in gender and development; knowledge management, development economics, agriculture business management, and allied fields;
At least ten (10) years of relevant experience in knowledge management, capacity building as well as developing gender strategies, implementation, and monitoring in the Philippines for environment and natural resource management projects;
A National of the Philippines.
