Job Description LAX APM project is seeking a Fixed Facilities Manager for the operations and maintenance of the Automated People Mover (APM). The LAX APM is LAWA's first public-private partnership (P3) project. The project includes a total of six stations, five of which Fluor is building, that connect a new consolidated rental car facility, intermodal transportation facilities, expanded airport parking and Metro transit to the airline terminals. The project will transform the experience for travelers at one of America's busiest and most iconic airports, while bringing jobs and workforce development opportunities to the local community. The Fixed Facilities O&M Manager will report into the O&M Organization and will be responsible for oversight of maintenance and capital replacement activities of the Project related to the APM Fixed Facilities. This position is responsible for coordinating the effective execution of all maintenance and operations support activities for a small to medium sized maintenance contract and/or Small Capital projects and/or less complex sites/projects within the Operations & Maintenance Function. This position supervises maintenance entry level personnel and/or maintenance supervisors. . Assist in maintaining client relationships by regular communication to better understand project operations, this communication should appraise of Fluor activities, advise of potential improvements, assess changing needs, develop teamwork and ask for client feedback on performance . Act as the first line of contact to the Client Plant Manager by conducting quarterly interviews and maintaining close client relationships . Fulfill contract and Operating System Requirements (OSR)/Operating System Implementation Plan (OSIP) requirements by ensuring that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team . Monitor risk as assigned by director of operations by reviewing risk on a regular basis and identifying significant business risk for Fluor responsible for profit and loss of the site . Identify future client requirements and up-selling opportunities by developing on-site assessments of client operations and proposing project plans . Apply appropriate analytical tools and techniques in by assessing client organizations, acquiring client engagements with significant profitability potential and transforming the client organization from the current state to the proposed future state . Other duties as assigned Basic Job Requirements . Accredited four (4) year degree or global equivalent in applicable field of study and six (6) years of work-related experience or a combination of education and directly related experience equal to ten (10) years if non-degreed some locations may have additional or different qualifications in order to comply with local requirements . Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors . Job related technical knowledge necessary to complete the job . Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines . Ability to attend to detail and work in a time-conscious and time-effective manner Preferred Qualifications . 10 years of progressive experience in daily maintenance and capital replacement activities for operating rail or transit systems for operating rail or transit systems of comparable scope and complexity, including airport facilities or transit related projects such as, stations, elevated guideway structures, pedestrian walkways, elevators, escalators and maintenance and storage facilities . Jobsite experience and understanding of construction and O&M safety programs . Requires five (5) years of experience as Project Engineer or Specialist, or a project role of significant capacity such as Project Controls Lead, Contracts Lead, etc. and three (3) years experience as a design or construction engineer on projects . Project or area management experience in international locations and diverse cultural environments is recommended . Demonstration of successful performance as a Project Manager on one (1) small job or assistant Project Manager or a significant role on medium sized engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project . Completed all required in-house project management courses in addition to courses obtained from university or other qualified sources . Good knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces . Project Controls and Finance including understanding of: - Scheduling (including manpower loading) - Progress measurement - Risk assessment and management - Code of accounts - Work breakdown structure - Change management - Cost control - Estimating process and planning - Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting . Appreciation of key elements of contract law and when to engage legal . Regulatory requirements including permitting . Basic understanding of project funding . Proactive - goal orientated with the initiative to influence events positively . Ability to resolve problems and to be comfortable in complex project or business environments . Ability to set and maintain high standards of self performance with responsibility and accountability for successfully completing assignments and tasks . Mobility - for example, relocating to site locations when necessary . Analytical approach to problem solving and identifying potential solutions . Technical and business writing skills . Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations . Certification in project management is suggested, for example, Project Management Professional (PMP) To be Considered Candidates: Must be authorized to work in the country where the position is located.
