Project Summary
With support from the Government of Canada, MEDA will implement "Resilience and Inclusion through Investment for Sustainable Agrikultura" (RIISA) in Philippines, covering Davao Region and the BARMM (Bangsamoro Autonomous Region in Muslim Mindanao). RIISA is a 5-year program targeting women and men cacao smallholder farmers (SHFs) in Mindanao. RIISA responds to multiple challenges in the Philippine cacao sector and draws on MEDA's experience in market systems development, gender lens investing (GLI), gender equality and social inclusion (GESI), and environment and climate change (ECC). RIISA will respond to these challenges by piloting an innovative market systems approach aimed at identifying cacao market system gaps, mobilize investment capital and strengthen local capacity, and gathering learnings that can be replicated by local ecosystems to strengthen the enabling environment.
Position Summary
MEDA is seeking qualified candidates for a Finance Manager to support the proposed project that will increase economic and social empowerment of smallholder women farmers, entrepreneurs, and agribusinesses in the Philippines. The successful candidate will be based in Davao City.
The Finance Manager will support the Country Director by managing use of project finances in compliance with MEDA policy, donor requirements and local country law. The Finance Manager will maintain accurate financial records and prepare timely, accurate financial reports providing vital information for project management decisions. These reports will be provided to MEDA Head Officer for project monitoring and to be incorporated into financial reports to the MEDA board of directors and to the project donor. The Finance Manager will oversee financial management of each sub-grant, ensuring that regular review of partner records include adequate documentation to support reasonable and allowable expenses claimed to the project.
The Finance Manager will provide managerial oversight over the Finance and Grant Officers. As part of the in-country senior management team, the Finance Manager will collaborate closely with other functional managers of the project and contribute to its overall success.

RESPONSIBILITIES
Manage the use of project finances in compliance with MEDA policy, donor requirements and Philippines law.
Ensure that all project expenditures are eligible and consistent with relevant contracts and policy requirements.
Work closely with MEDA Head Office to ensure that financial recordkeeping is accurate and auditable.
Submit accurate and timely monthly, quarterly, and annual financial forecasts and reports.
Ensure that general accounting functions are completed on a timely basis, including payroll, accounts payable paid within terms and accounts receivable are actively managed.
Maintain multi-currency accounting systems, general ledgers, sub-ledgers, and job costing systems as required.
Complete month-end closing and journal entry preparations including adjustments, balances reconciliation, receivable/payable schedules, inter-office reconciliations, and submission of relevant reports.
Oversee the maintenance of detailed and accurate records for all financial transactions in an organized and professional manner.
Facilitate regular internal and external audits of the project and of partners.
Ensure MEDA's program adheres to the local country laws, including financial reporting, tax, labour, and proper registration with all relevant authorities as required.
Ensure efficient cash management through preparation of monthly cash request and timely submission to HQ.
Coordinate and handle banking matters including completeness and up-to-date documents submitted to the bank.
Assist in crafting of annual budgets and forecasts through coordination with various units and ensure that amounts are realistic and attainable.
Ensure that project spending is tracked systematically and timely through preparation of relevant budget monitoring and reconciliation tools and reports to facilitate analysis and informed decision for management.
Ensure the timely payment and remittance of applicable taxes to BIR including monthly, quarterly and yearly submission of correct forms.
Ensure compliance to tax laws including annual registration, updating of registration as needed, and/or coordinating with local legal counsel for matters that need clarification.
Oversee the management of grants to local partners and being involved in the crafting of relevant documents such as manuals, contracts, templates and tools and/or database. This includes assessing the financial management capacity of each local partner and providing recommendations for training to ensure that each partner has systems in place that will allow them to efficiently manage the project funds granted to them.
Review all proposed budgets submitted by partners to ensure reasonability and allowability of the proposed use of funds.
Directly supervise the work of the Finance Officer, Grants Officer and other positions that may be required for the Finance Department.
Any other duties and/or requirements as assigned
REQUIREMENTS
Education: Certified Public Accountant (CPA) Designation as well as a university degree (ideally a Master's) in accounting, banking and finance or business administration.
Experience: Minimum of 10 years of experience in finance management of a complex internationally funded project. Experienced in donor-funded projects with preference on GAC projects.
Technical: A combination of expertise in finance and program-funded projects.

Fluency (written and verbal) in English is required. Working knowledge of Tagalog/Cebuano is desirable.
Experience with financial management in compliance with requirements of major donors.
Experience with multiple sub-grant relationships is an asset.
Advanced degree in relevant field or extensive experience in financial management.
Proven ability to mobilize stakeholders into partnerships and alliances, lead and facilitate collaborative processes.
Demonstrated private sector experience is desirable.
Experience with development program start-up is preferred.
Demonstrated donor relations reporting, relationship management and ability to monitor grants.
Excellent report writing and review skills.
Prior work experience in Philippines or similar country context is preferred.
Legally able to work in Philippines.
Preference given to internal applicants
