Responsibilities
Responsible for the management of all facilities construction & installation projects as well as the repair, maintenance, and housekeeping of all buildings and premises (yards, perimeters, etc).
Development of Scope of Works (SOW), Budgetary Estimate, and Schedule.
Pre-Bid conference meeting management including walkthrough inspection in coordination with procurement in conformance to Onsemi procurement process.
Purchase Request (PR) creation, routing, and approval. Contract review as necessary and Purchase Order tracking.
Financial tracking and progress billing review.
Ensure projects are executed in a safe manner in accordance with OSPI-EHS guidelines.
Ensure that the Contractor schedule the project in logical steps and within budget, and the time required to meet the deadlines
Ensure that the Contractor assesses properly labor requirements and dispatch workers efficiently to work areas and enforces the need for extra resources and/or alternative work processes are required to maintain performance.
Ensure that the Contractor follows building codes and other governing regulations
Ensure that the Contractor has obtained all necessary permits and licenses
Ensure that the Contractor has issued the necessary requisition supplies and materials to meet the Project construction Schedule. Monitor strictly the Contractor Procurement Schedule.
Study job specifications to determine appropriate construction methods. Evaluate construction methods and determine the cost-effectiveness of plans.
Advise Facilities ECI Section Head/Manager of timely identification of deviations from budget, schedule, quality, or safety.
Ensure continuous presence and supervision of the contractors working during the night or outside project working hours and/or critical shutdown works
Ensure maintenance of daily records of all site activities, including information on labor and plant, and any non-compliant materials or workmanship.
Take actions to deal with the results of delays, bad weather, or emergencies at the construction site.
Confer with supervisory personnel, Client, Contractors, and other professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out.
Final sign-off on Non-Conformance Report (NCR) for all irregularities, construction errors, non-conformities
Final sign-off on Corrective Action Report (CAR) prepared by the Contractor to remedy Non-Conformities.
Final sign-off on "Snag List" and "Punch list" and ensure closure of all open items.
Liaison with outside Consultants and relevant Government Authorities.
Directs full scope facilities engineering and project management through outsourcing project engineers (designing, estimating, bidding, evaluating bids, project execution, project cost control, project records/documentation)
Identifies, evaluates, and manages architect and engineering consultants on related projects
Maintains and updates plant (production equipment, facilities equipment, office spaces, perimeter / real properties) layouts through project engineers and CAD operators
Coordinates and interfaces with government agencies on project inspections and securing related permits. Physically audits/guides work of subordinates and construction projects to ensure government regulatory compliance
Directs full scope building and premises maintenance including the execution of work requests and work orders
Plans efficient and effective allocation of resources including development, and achievement of the budget as well as five-year space plans.
Performs management evaluation and competency training, and development of facilities engineering personnel.
Oversees building maintenance and repairs.
Oversees the section to meet established organizational goals, which might include such items as cycle time, total customer satisfaction, on-time delivery, and performance to budget, and specifications.
Do other functions and activities that may be assigned from time to time in support of production operation and all other departments.
Qualifications
Requirements
Bachelor of Science degree in either Electrical, Mechanical, or Civil Engineering, (preferred but not required is, Master of Science in Business Administration and or exposure to Industrial Engineering) with at least 8 to 10 years of experience.
Strong background in facilities engineering, construction, and installations, and exposure to manufacturing processes. This will include operating knowledge of electrical, mechanical, civil, structural, and architectural processes/tools for new building construction as well as thorough knowledge of all applicable OSHA, Safety and building codes
Has working knowledge of methods, materials, techniques, and costs applicable to construction, installation, and building maintenance.
Effective communication (verbal & written) skills coupled with information management abilities. General knowledge of computers such as word processing and spreadsheet applications.
Effective organizational, time management, as well as prioritizing skills. Has the ability to manage diverse groups of construction and maintenance personnel.
Highly developed interpersonal skills, management skills (influence, direct, motivate, evaluate), team building techniques, and leadership abilities.
Effective analytical and problem-solving skills, especially in areas of facilities engineering, and project management.
