Organizational Setting:
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
Reporting Lines:
The Crisis Monitoring Systems Coordinator reports directly to the Environment and Natural Resource Sustainable Management Subgroup Leader.
Technical Focus:
In response to the global crisis on food, energy, and finance, whose impacts are now being felt in the country, the Food and Agriculture Organization (FAO), the World Food Programme (WFP), and the International Labour Organization (ILO) are implementing a Joint Programme on "Monitoring the Food, Energy, Finance Crisis towards Informed Policy and Response Options in the Philippines" supported by the Joint SDG Fund.
The Crisis Monitoring Systems Coordinator is expected to serve as FAO's technical liaison with the Partnering United Nations Organizations (PUNOs) and the Philippine government counterparts.
Tasks and responsibilities:
The Crisis Monitoring Systems Coordinator will carry out the following tasks:
1) Lead in the preparation of an integrated crisis monitoring & reporting framework incorporating existing national platforms and the programme-led tools and systems;
2) Coordinate regularly with the PUNOs on collaborative technical exchanges in regards to the development of the joint tools for the household surveys, implementation of the studies, and other activities under the joint workplan;
3) Coordinate the activation of a government-led institutional mechanism, such as an inter-agency technical working group, to prepare and utilize the monitoring system and products of the programme, and facilitate the meetings, discussions, and communications between this mechanism and the UN;
4) Assist the National Food Supply Chain Specialist and other programme consultants in coordinating meetings and consultations with the government and non-government stakeholders;
5) Coordinate with Technical Officers of the FAO Regional Office for Asia and the Pacific (RAP) on programme guidance;
6) Convene, facilitate, and contribute to meetings, consultations, workshops, including among PUNOs for results discussions and interpretation, and other engagements related to the programme;
7) Lead the preparation of a policy paper towards the end of the programme, to capture and synthesize the process taken, results obtained from the monitoring activities and studies, and their implications on food, energy, and finance in the next year/s;
8) Prepare, as needed, presentation materials for meetings and communications under the programme;
9) Perform other tasks relevant to the technical specialization as deemed necessary by the programme.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
The candidate must have a university degree in agriculture, fisheries, environmental science, environmental management, development studies, social science, disaster risk management, related fields
At least five (5) years of work experience on training, capacity building, coordination, and policy-advocacy for disaster risk management or in the humanitarian sector.
A national of the Philippines or resident in the Philippines with a regular work permit.
