Education : Bachelor's Degree preferably in Public Administration, Office Management, or any other related courses
Experience : At least two (2) years of experience on ISO 9001:2015 certification or combination of ISO 9001:2015 certification and project management
Training : 8 hours of relevant training on ISO 9001:2015
Additional Competency
1. With high-level knowledge and experience on government processes:
● Administrative processes (including property and supply management)
● Human resource policies (Civil Service rules and regulations)
● Financial management (Government Accounting and Auditing rules and regulations)
● Procurement processes (Republic Act No. 9184 and relevant GPPB rules and regulations)
2. With experience on compliance to ISO 9001:2015 Standards;
3. Proficient in handling social media accounts and website management;
4. Above average knowledge on the use of MS Office and Google Suite;

JOB DESCRIPTION
The Project Development Officer III shall be working under an Executive Office, and shall be part of the Core Technical Working Group for the ISO 9001:2015 project of the Department. Primarily, he/she will provide technical support in the management of the DSWD-wide ISO 9001:2015 project activities towards the successful certification/compliance of the whole DSWD to ISO 9001:2015 Standards, and continuing compliance to such standards and other quality management works.
PRIMARY TASKS
1. As part of the Quality Management Technical Team, he/she will support the management of the DSWD-wide ISO 9001:2015 project activities towards the successful certification/compliance of the whole DSWD to ISO 9001:2015 Standards, and continuing compliance to such standards;
2. Provide support in the development, enhancement, implementation, and monitoring of strategies towards the success of the project;
3. Monitor the implementation of strategies and activities, and provide technical-level troubleshooting to challenges/issues encountered. This includes submission of regular update/report. and immediate escalation of challenges/issues with proposed resolutions and catch-up plans;
4. Co-lead in the development, enhancement, and implementation of strategies towards the harmonization of timelines and compliances and requirements of the ISO 9001:2015, EODB/ARTA. DSPMS, and others, to ensure the streamlining of processes/activities/timelines/reports, and the success of all projects;
5. Provide technical assistance in the drafting and review of documents required in compliance with ISO 9001:2015 standards, and applicable laws, rules, and regulations;
6. Work closely with Quality Management Teams and representatives/focals from different offices/bureaus/services in the Central and Field Offices of the DSWD to ensure efficient and timely implementation of activities;
7. Prepare and submit project terminal report (narrative, feature, and presentation form) upon the completion of the project;
8. Recommend and/or develop tools and best practices to help achieve and maintain compliance to the highest possible standard of quality, as required by the International Organization for Standardization;
9. Ensure submission of requirements/compliance to established Quality Management System of all personnel through active monitoring of implementation of established mechanisms, including preparation and submission of regular monitoring reports;
10. Provide formal trainings, workshops, orientations, and/or technical assistance for the key personnel of the DSWD on the ISO certification project and related activities:
11. Provide technical and/or administrative support involving completed staff work for action documents;
12. Draft correspondences, reports, and other reference materials as assigned;
13. Co-lead in raising awareness on ISO 9001:2015 among the DSWD personnel;
14. Support the management of the ISO Resource Site which may be accessed by all DSWD personnel for reference, and keep such updated at all times;
15. Act as resource person, subject matter expert, and/or facilitator in ISO-related trainings/activities;
16. Provide secretariat functions to meetings/activities related to the project;
17. Provide assistance to all other activities related to quality management;
18. Ensure adherence to controls and procedures in management of project resources; and
19. Perform other tasks as assigned.
