JOB DESCRIPTION
The Chief Administrative Officer leads, guides, supervise the planning and preparation of the requirements for budget proposal; presentation of the same in various bodies such as Executive Committee (EXECOM), Department of Budget and Management (DBM), Lower and Upper House of Representatives of the Philippines and other oversight agencies; preparation of reports for submission to oversight agencies and various management reports to be used in decision making in line with the Special Projects of the Department. He/She also manages and supervises the two (2) units; (a) Planning Unit and (b) Reporting Unit, of the division.
PRIMARY TASKS
1. Lead and Supervise staff of the Budget Division for Special Project (BDSP);
2. Lead and Supervise the activities and deliverables of the BDSP;
3. Monitor, Review and Analyze the Annual Budget and the Work and Financial Plan for ' Pantawid and other programs under Special Projects;
4. Certify availability of allotment/appropriation on the ff document such as Reallocation of Fund. Overtime, Collective Negotiation Agreement, Creation of MOA Positions, Project Prosposal, WFP and among others;
5. Review Sub-AROs;
6. Review Request for Notice of Transfer of Allocation:
7. Review reports required or may be required to be submitted by monitoring agencies, the EXECOM. etc.;
8. Monitor budget implementation/utilization at the Regional Offices;
9. Provides technical assistance to the Field Offices on matters relative to fund utilization of the special projects budget;
10. Review letters and answer communications to various stakeholders;
11. Attends meetings and conferences, prepares presentation for workshops related to Budget;
12. Coordinates with other offices/units within and outside DSWD;
13. Attends GASSG and other meetings;
14. Provide Technical Assistance on the preparation of Budget Proposal; and
15. Other tasks as may be assigned by the Assistant Service Director and Director of FMS.

8. Approved Obligation Request;
9. Reviewed Summary of Notice of Transfer of Allocation/Fund to Field Offices;
10. Certification as to availability of funds on Reallocation of Fund, Overtime, Collective Negotiation Agreement. Creation of MOA Positions, Project Prosposal, WFP and among others;
11. Division Performance Contract and Ratings Updating of ISO required documents such as Operations Manual, Process Flow, Risk Register and Treatment, and SWOT. Signing of Quarterly Feedback Report; and
12. Internal Audit. OBSUs, Field Offices, Clients and other stakeholders with concerns regarding Special Projects Planning and Reporting.

Initial Shortlisting:
