Project Description
EDC is leading a 3-year, 2-country initiative to equip ethnic minority youth and community leaders with the knowledge, skills, and agency to build effective coalitions and move their community toward environmentally safe and sustainable practices, jobs, and habitats. EDC will work with ethnic minority communities in two countries: Indonesia and the Philippines. In the Philippines, EDC will work with the Badjao in Isabela and Zamboanga Cities. EDC uses a participatory community diagnostic process to identify local concerns around environmental degradation, priorities for transitioning to inclusive, green growth, and community assets and influencers. A subset of youth will be tapped for more advanced training in livelihoods related to green economy and environmental justice leadership, embedded within school systems and youth-serving organizations. Youth transitioning into working life will also be connected to virtual coaches to expand their social capital and support their early career advancement.
Job Description
The Community Coordinator, under the supervision of EDC's Philippines Technical Lead, will coordinate and organize activities with local stakeholders including conducting participatory community mapping and local labor market assessments, engaging local private sector partners, and establishing youth-led environmental councils. They will support team efforts to develop communications and monitoring and evaluations plans. The Community Coordinator will collect feedback on program activities and other implementation concerns at the field level and provide technical inputs to the project team meetings and written materials for quarterly reports.
This position is a full-time position and will equally support both projects at a 50% level of effort.
Essential Functions
The Community Coordinator's specific responsibilities will include, but are not limited to:
Lead local community engagement in Isabela and Zamboanga cities with local leaders, including youth leaders, local organizations and educational institutions, private sector (micro, small, medium, and large enterprises), and other stakeholders engaged in workforce development, environmental and climate resiliency, and community development.
Lead EDC's participatory community diagnostic and local labor market assessment processes, including coordination, process management, and delivery of high quality and actionable reports.
Lead identification of local partners in the blue and green economies and support in the development of short technical courses and other learning materials that prepare youth and communities to engage in work in the blue and green economies. Identify and cultivate partnerships with training institutions graduating youth with formal technical/trade certifications (diplomas) that align with in-demand industries to engage in the VFJ2 mentorship program. Partners should be selected in close collaboration with Opportunity 2.0 Private Sector Coordinators to ensure overall alignment of EDC project goals and objectives in the Philippines.
Ensure the quality and delivery of project curriculum, skills training, and other approaches by program partners and educational institutions.
Support and oversee the training of all stakeholders involved to understand, implement and measure progress against a holistic approach.
Provide technical assistance and facilitate logistical support for EDC-led training/workshops and other capacity-building activities for city/municipal youth alliances including youth service providers.
Coordinate with city/municipal level partner agencies, youth service providers, and relevant local stakeholders to support data gathering activities for progress monitoring, impact assessments, and operations research and learning purposes in his/her area of responsibility.
Conduct participatory community mapping and local labor market assessments.
Establish youth-led environmental councils.
Organize youth-adult dialogues with parents, community leaders, local organizations, the private sector, and communities to foster collaboration between youth and other stakeholders around indigenous traditions and values, environment protection, and identification of environmentally sustainable business opportunities.
Support development of MOUs with community organizations.
Support the development of communications and monitoring and evaluation plans.
Actively contribute to the project communications plan by regularly providing documentation of significant events, success stories, and other similar materials to feature in program documents, EDC newsletter, and for press releases.
Provide technical and other support for implementing workshops, forums and other learning events at the local level to disseminate results of project-wide assessments, communicate innovative approaches and good practices, and share research findings as appropriate, for the purpose of knowledge-sharing and for building or sustaining partnerships.
In coordination with Opportunity 2.0, support strategies for strengthening collaborative partnership networks in the Philippines,
Provide technical inputs, for partner and technical working group meetings; planning and implementation meetings, and the like.
Prepare work plans and activity reports.
Provide feedback on program activities and other implementation concerns at the field level.
Provide technical inputs to project team meetings and written materials for quarterly reports.
Actively participate in fostering a collaborative environment between technical teams in the field and Admin, HR, and Finance departments.
Comply with project and organizational policies on technical activities with regards to security, human resources, financial and grants management, the confidentiality of documents and information, and the like.
Comply with EDC's administrative and HR regulations, including policies and procedures on performance management and annual performance review.

Qualifications
Education:
At least secondary education
A Bachelor's degree or equivalent specialized certificate would be an advantage.
Specialized training in non-formal education and/or technical-vocational education or related or similar fields would be an advantage.
Skills and Experience:
At least four (4) years relevant work experience in a project similar to Community Empowerment for Racial and Environmental Justice, with progressively increasing levels of responsibility.
Of the above, at least three (2) years in a similar multi-stakeholder coordination or community engagement role.
At least 2 years' experience in community engagement, livelihood and entrepreneurship training, and/or technical-vocational/workforce development programs.
Experience with technical short-course development, with a focus on environmental resiliency, climate change, or the blue and green economies would be a distinct advantage.
Experience in working with ethnic minorities in Isabela City would be a distinct advantage.
Demonstrated good facilitation and presentation skills.
Able to work independently and in a team environment.
Demonstrated capacity for coordination, networking and task management.
Excellent people skills at all levels, cultural sensitivity and the ability to work in a multicultural work environment.
Working knowledge of MS Word, MS Excel and preparing effective power point presentations.
Willingness to work and travel in all project areas.
Language:
Ability to speak local dialects and English are an advantage.
