Project Description
Opportunity 2.0, funded by USAID, will strengthen second-chance education programs for vulnerable out-of-school youth in the Philippines. Opportunity 2.0 will collaborate and work with national and local systems supporting youth in order to provide 180,000 youth with the skills and opportunities to improve their education, employment, and livelihood outcomes.
Achieving this vision will require a multi-faceted, systems-strengthening approach that aligns the formal education system, markets, and youth "sub-systems" at the regional levels. This will be achieved by providing experienced project personnel embedded in government departments; further aligning the input of technical assistance; and maximizing opportunities to bring together the respective stakeholders to identify and refine synergies and transition pathways for youth, particularly between Department of Education (DepEd)'s Alternative Learning System (ALS) program and the Technical Education and Skills Development Authority (TESDA).
Position Description
The Communications Officer/ Writer is responsible for writing, collating, copyediting, proof reading, and distributing high quality engaging content to defined audiences. He/she will highlight success stories as agreed with USAID.
Essential Functions
The Communication Officer/ Writer's specific responsibilities will include, but are not limited to:
- Support the implementation of the project approved Branding and Marking Plan according to USAID requirements.
- Write, edit, and/or collect relevant project successes in the form of presentations, stories, reports or other materials. Materials will be used to develop products, such as newsletters, brochures, briefing packets, press releases, TV/radio spots. Additionally, materials may be used to feature in USAID weekly highlights, EDC newsletter, and for press releases, in coordination with the Communications Manager.
- Support the Communications Manager in liaising with USAID and partner agencies to ensure consistent messaging.
- Conduct copy-editing and proofreading of external communications materials and ensure quality products.
- Assist the technical team in laying out information materials such as participants' kits, posters for training, and important events.
- Orient technical team on the sharing of field-level information to inform communications products and work closely with regional hubs, to gather and use field-level materials for project communications.
- Support alliances with information media and other external networks to leverage support in generating public awareness about education issues, delivering advocacy activities, disseminating key messages, project accomplishments, and other information through print and other media.
- Support the Communications Manager to coordinate, organize, and facilitate important functions such as launching ceremonies and project visits of USAID and Government of the Philippines representatives.
- Assist with establishing communication and documentation standards, including the development of formats, styles, and templates, and providing an orientation of project staff on their use, ensuring adherence to USAID's and EDC's branding requirements.
Qualifications
Education
A bachelor's degree (or equivalent 4 years of relevant experience) in mass communications, development communication or related field.
Skills and Experience
- At least five to six (5 -6) years of relevant work experience, preferably in USAID-assisted projects.
- Outstanding and effective oral communication and writing skills in Filipino and English.
- Experience in web development and/or management is an advantage.
- Proficiency in MS Word, Adobe Photoshop and other desktop publishing software.
- Keen attention to and a good grasp of development trends and issues.
- Demonstrated capacity to work effectively with teams.
- Excellent people skills at all levels, cultural sensitivity, ability to work well under pressure, negotiate diplomatically, and the ability to work well in a multicultural and multidisciplinary work environment.
- Willingness to work and travel in all project areas.
Language
Fluency in Filipino and English.
