Role Purpose
Support and lead the commercial delivery across a portfolio of projects working closely with all stakeholders from inception through to completion.
Taking responsibility for the financial management of the projects.
Key Accountabilities & Activities
Key Responsibilities
Responsible and accountable for commercially managing all phases of project execution and administration, including engineering design, procurement, construction, pre-commissioning, closeout, invoice review and approval, compliance with project requirements and implementing best practices to achieve project delivery in terms of time, budget, and customers/stakeholder satisfaction.
Client / Stakeholder Management - Developing and understanding the requirements of the project, effectively managing any change, providing commercial and cost management advise / reporting.
Procurement - Work with all stakeholders including the NEOM procurement Department to provide the necessary procurement support from developing and agreeing procurement strategies through to tendering including reviewing documentation, contract drafting, analyzing tender submissions, being part of negotiations and contract award.
Subcontract Management - Management and control of sub-contract accounts, contract drafting, administration, variations, change management, payment applications, invoices, claims and dispute resolution.
Cost Planning / Management - Reviewing and being responsible for the project budget including development of cost estimates / plans based on information received from stakeholders, applying value engineering methods, providing cost control, forecasting and preparing of cost reports.
Risk Management - Identifying, monitoring and reporting on risks (operational, financial, commercial, schedule, technical etc) and opportunities. Ensure project risk management is updated, including risk register, treatment plan, and actions. Able to identify and manage potential areas of concern and recommend alternatives to minimize or eliminate project impact.
Reporting - Producing internal reports and summaries for senior and/or non-commercial audience. Attend and present Project Status during project progress review Meetings to management.
Management - Perform all management functions at the Division level, i.e., administrative, project management, reporting, employee development and evaluation, and resources planning. Provide support during project assessments or audits and ensure that required documentation is provided as needed. Set objectives, criteria, strategies, planning, organization, direction, motivation, and communication, as well as establish follow-up measures and compliance analysis. Perform management for the training related to their functions in their field of activity.
Background, Skills & Qualifications
Knowledge, Skills, and Experience
Proven track record of experience as a Commercial Manager / Senior Quantity Surveyor or similar role on large capital projects,
Experience at all stages of a project from inception to construction and handover.
Accounting principles and strong numeracy skills
Legal principles and knowledge of the different form of contracts.
University degree or equivalent knowledge acquired in the performance of their profession.
Leadership and teamwork capacity.
Excellent negotiation skills,
Expert understanding of the application Cost, Schedule, and Change Management
Excellent problem solving and communication skills
Team player with the ability to lead a multinational, multi-dimensional organization
English proficiency
Qualifications
Bachelor's degree in Commercial Management / Quantity Surveying
Minimum experience of 10 years in managing and directing multi-billion-dollar mega projects, as well as responsibility in positions of Management Structure.
Additional certification in Microsoft or other technologies is a plus
