Project Overview and Role:
USAID's ProtectHealth, based in Manila, the Philippines, in collaboration with other USAID projects, supports the Government of the Philippines (GPH) to enhance access and financing to meet key HIV, tuberculosis (TB) and family planning (FP) outcomes while realizing its goal of achieving universal health care (UHC). USAID's ProtectHealth will specifically support GPH's implementation of the UHC Law by addressing policy and institutional bottlenecks within the health financing system.
USAID's ProtectHealth has plans to provide technical assistance (TA) to enable the GPH to rapidly and effectively enact reforms envisioned in new legislation on UHC (Republic Act 11223) and TB (Republic Act 10767). Specifically, USAID's ProtectHealth will build GPH capacity by testing the implementation of different health financing reforms in selected Local Government Units (LGUs) to generate evidence and influence policy development at the national and local level. In this context, USAID's ProtectHealth will support the implementation of the City-wide TB Elimination Campaign (CiTEC) in Cebu City in collaboration with USAID's TB Innovations and Health Systems Strengthening (IHSS). CiTEC aims to generate evidence and develop approaches, tools, and systems to support the Department of Health (DOH) and PhilHealth to implement Universal Health Care, using tuberculosis as the tracer program. In terms of financing, USAID's ProtectHealth plans to provide support to Cebu City in securing grants from the DOH Central and Regional units, enhance the current TB DOTS outpatient benefit package of PhilHealth to include TB network accreditation, and ensure efficient consolidation of funds through the establishment of the Special Health Fund or a similar fund pooling mechanism (e.g. TB trust fund), among others.
Primary Duties and Responsibilities:
This is a Cebu City-based position responsible for monitoring and documenting progress towards the objectives of the Cebu City-wide TB elimination campaign. This is a full time engagement for two years. The duties of the CiTEC M&E Associate include, but are not limited to the following:
Encode, record, and analyze relevant CiTEC indicator data on TB service delivery and financing;
Set up and manage the CiTEC project database which contains individual-level data on CiTEC study participants;
Coordinate with local stakeholders in Cebu City including, but not limited to, Cebu City LGU, Cebu City Health Office (CHO), Central Visayas Center for Health Development (CVCHD), PhilHealth Regional Office VII (PRO 7), designated TB notifiers, encoders, local health providers, CiTEC implementers, and other partners for the collection of TB service delivery and financing indicator data;
Generate quarterly reports documenting service delivery and financing interventions, progress towards CiTEC objectives, bottlenecks and operational issues encountered, changes in implementation strategies, and lessons learned in implementation, in collaboration with USAID's TB Innovations and Health Systems Strengthening (IHSS) and other USAID Implementing Partners;
Lead the conduct of annual implementation reviews with relevant stakeholders to gather insights and feedback on CiTEC implementation;
Support the conduct of various research activities related to measuring progress towards CiTEC objectives such as but not limited to, conduct of surveys, key informant interviews, focus group discussions, and roundtable discussions;
Ensure compliance with data privacy and data protection measures throughout conduct of the activity;
Support the CiTEC Field Implementation Specialist, USAID's TB Innovations and Health Systems Strengthening (IHSS) and other USAID Implementing Partners in the conduct of various CiTEC activities;
Collaborate with other staff in the Manila office or in the regions outside Manila, as well as Palladium Headquarters (Washington, DC) based staff on technical analysis and report writing;
Regularly update the Research, Monitoring, Evaluation and Learning, and Financial Analysis (RMELFA) Adviser and other staff with the progress of implementation of assigned deliverables and activities;
Perform any other technical tasks related to CiTEC as may be directed by the RMELFA Adviser.
Required Qualifications:
Degree in statistics, economics/health economics, public health, or related field;
Experience in monitoring and evaluation, data collection and processing, database management, research, and related analytical work required;
Proficiency in MS Office applications;
Sound written and verbal communication skills in Cebuano and English;
Strong organizational skills to ensure activities, schedules and progress of work are on schedule;
Demonstrated sound judgment, problem-solving and decision making;
Ability to work with a low level of supervision and as a part of a team when required.
