Description
Job Description:
Lead and manage the implementation of tollways development projects on time, within the approved budget, at the best quality standards, in accordance with environmental, safety and health policies of the Company. Tollways development and project management activities include project planning and initiation, construction management, team formation, contractor coordination and inspection, construction incident management and project completion and handover.
A. Formulate/Implement project management strategy, processes and policies and ensure
attainment of Key Performance Indicators (KPIs) standards
• Implement and collaborate with departments across the organization to build alignment and support for integrated campaigns.
• Identify local project management deviations to Tollways Group processes and policies. Follows creative direction and strategy on projects, and implement efficiently and effectively
• Monitor performance of the department against defined KPIs
• Identify continuous improvement activities for department processes, policies and KPIs
• Manage resolution of project management-related issues and escalate to the Division Head issues that cannot be resolved within the department
• Review and approve management reports for submission to the Division Head
B. Manage project development activities
• Facilitate and provide guidance over end-to-end project development, from project ideation, strategic planning, design, assignment of construction teams, acquisition of requirements, stakeholder consultation to actual construction of projects
• Lead the proper monitoring of the contractor's activities during construction
• Guide the Project Management Team in the observance of proper procedures during construction incidents
C. Perform leadership and administrative functions
• Foster company values through leading by example and with enthusiasm
• Control budget and expenses of the department as approved by the Division Head
• Identify and manage contractors to support the department as approved by the Division Head
• Review and approve manpower complement and material consumption, including requirements for part time and contractual personnel
• Oversee talent management of the department, including talent acquisition, training, coaching, performance evaluation, career pathing and succession planning
• Guide subordinates' work performance and skill development through work orientation and appropriate learning interventions and
Qualifications
A. Education
• A bachelor's degree in Civil Engineering or Equivalent
• Registered Civil Engineer or equivalent Profession
• Specialized knowledge and Experience:
o Project Management, minimum 8 years
o Construction Management, minimum 12 years
o People Management
o Executive Management
• Skills:
o Excellent understanding of project management and construction process.
o Ability to meet numerous deadlines.
o Exhibits strong interpersonal skills and needs to be able to work both independently and with a team.
o Strong written and verbal communications skills
o Superior organization, creative skills, high attention to detail.
o Experience coordinating multiple assignments and projects with the ability to work in a fast-paced environment.
o Highly resourceful and problem solver.
o Ability to exercise a high level of discretion in handling confidential and sensitive information.

Working conditions
The position may require work beyond the regular schedule and working outdoors if necessary, for a marketing event or ocular inspection. The position may also work with challenging partners.

Physically fit. The position may be required to do some physical activity due to marketing related events and relationship/network building with business partners.
