Project Description
NEOM Project Summary: Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia.
NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of26,500 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea .
NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.
Position Summary
Working in a multi-disciplinary team, an Area Engineering Manager is required to combine their leadership skill, technical experience and knowledge for the management of design of buildings, depots, stations, railway lineside related infrastructure composed of, but not limited to railway Group Mass Transit (GMT), High Speed Rail (HSR) and Freight (FRT) depots and facilities infrastructure. Support the Area Director and Engineering Director in managing and delivering the design in accordance with the Programme and NEOM requirements.
A key part of this role is design coordination and integration with multiple Designers and NEOM, and ensuring design delivery is within budget and schedule and to suit Construction requirements. Coordinate and monitor the development of the Designers planned activities and provide progress reports to Area Director and Engineering Director, highlighting performance to plan.
Working with the Directors, the Engineering Manager shall establish regular meetings with the Designer and other NEOM external stakeholder as required for managing, coordinating, and assuring the design. Plan and organize the review of Designer deliverables, interfacing with subject matter experts and design review teams.
Major Responsibilities
Establishes/manages the overall engineering budget, maintains ownership, and ensures execution within approved budgets.
Keeps informed on the status of all projects involving assigned personnel with respect to schedule, budget, work quality and client satisfaction, and contributes leadership, experience and expertise in the solution of difficult problems.
Reviews major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the hours involved, and recommending budget adjustment.
Directs and provides technical and administrative guidance to assigned Project and/or discipline Engineers in the management of engineering projects.
Management of design activities and coordination of work related to building, rail related structures, cut and cover tunnel, depots and facilities infrastructure.
Coordinate and manage the review of deliverables produced by the designer, including schedules, reports, providing feedback to EPM's Directors.
Coordinate and manage the design review of Designer's hazard and risk logs.
Coordinate the response to comments raised on deliverables produced by Subject Matter Experts (SME) and the Design Review Team (DRT)
Coordinate engineering efforts in assigned areas between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors.
Coordinate and visit jobsite as required, to resolve problems, interpret drawings and documents and provide technical support during the construction phase.
Coordinate with other disciplines, consultants, attend project meetings from time to time, and record the proceedings of the meetings.
Participate in site visits and investigations led by designers.
Chairs weekly progress meetings and other technical meetings as required.
Participate in engineering reviews including stage gate reviews, interdisciplinary design reviews and comments (IDR/IDC)
Leads presentations to the Client team on all technical aspects for the work area package
Liaises with the site construction engineering team on a daily basis on all design related matters
Perform work that involves conventional engineering practice but may include complex features such as resolving conflicting design requirements, unsuitability of conventional materials and/or difficult coordination requirements.
Provide guidance and ensure engineering quality design and compliance with NEOM requirements, local design guidelines, local codes, international codes and international standards for independent engineering firms that are carrying out the detailed engineering design.
Report progress, critical issues, and risk to EPM Directors.
Take personal responsibility to ensure their own and others health and safety - including those who may be affected by the delivery of this role.
Conducts annual performance reviews in accordance with approved procedures and holds career development.
Skills And Qualification
Degree or postgraduate qualification in Civil Engineering with minimum 20+years of relevant experience
Progressive experience in the Rail Infrastructure design work related to building, viaduct, metro station, depot, and associated facilities.
Evidence of direct experience in managing and executing engineering on infrastructure projects.
Ability to prepare clear judicious planning procedures and user-friendly templates to assist entities in undertaking forward, judicious planning.
Knowledge & understanding of industry or regulatory codes and standards and design criteria pertinent to the discipline.
Knowledge of Microsoft Office and Adobe Design Suite software programs.
Understanding of the roles played by other departments on projects including basic construction practices and the economics involved.
Professional/Chartered Engineer preferred.
Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client, entities and their EPMO's - in order to provide planning / design / feasibility solutions in a multi -disciplinary / multi - sectional context.
Must be able to work within a multi-disciplinary, multi-cultural team and manage ambitious multi-cultural relationships across a range of entities.
Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
Excellent interpersonal, analytical and communication skills (oral and written).
Willingness to relocate to the job site in Saudi Arabia.
