Proficient in oral and written communication; excellent computer skills; Updated trainings in human resource management and development systems; Familiarity with PRIME-HR; Supervisory HR experience in public institutions, preferably National Government Agencies (NGAs)
JOB DESCRIPTION
1. Supervises and implements the four (4) HR systems/processes of the Council such as personnel selection and recruitment, learning and development, performance management, and rewards and recognition.
2. Develops, formulates and implements policies and regulations regarding personnel management in accordance with the Civil Service law, rules and regulations.
3. Undertakes in collaboration with the CSC and PCAARRD management a comprehensive and balanced personnel program to raise the level of efficiency, effectiveness and morale of employees in the organization.
4. Provides advices to PCAARRD management in the execution of such duties as the Civil Service Commission may require in connection with investigation, examination, promotion, performance appraisal, qualification and position classification of employees in the organization.
5. Provides pro-active role on personnel actions relative to retirement and recruitment as per approved agency succession plan.
6. Develops and undertakes staff training programs including skill development program for support staff.
7. Conducts seminars to inform employees of their rights and obligations arising from their employment.
8. Liaises with different agencies (CSC, GSIS, etc.) in relation to personnel matters.
9. Maintains service records of personnel.
10. Performs assigned tasks from time to time.
