Preferred Qualifications/ Attributes
Bachelor's degree preferably in Accountancy, Financial Management or any related courses;
Knowledgeable in Philippine Budgeting System;
Well-versed in government accounting, budgeting and auditing rules and regulation;
With good interpersonal skills, work attitude, and moral character;
Coachable, a team player, and can work under pressure with minimum supervision.
Duties and Responsibilities
In-charge of receiving incoming and outgoing financial documents of the Budget Section;
Supervises and directs activities relating to collection, deposits and other financial transactions;
Assists in the preparation and submission of the budget proposal of the Council for ensuing calendar year;
Prepares and accomplish prescribed Budgetary Forms in accordance with the issued Budget Call;
Prepares and submit budgetary financial accountability reports as required;
Receives, checks and verifies the completeness of documentary requirements of all claims for payment (bills, approved MOA / Contract, payroll and other documents);
Prepares and accomplish two copies of Obligation Request and Status/ Budget Utilization Request and Status and Disbursement Voucher for payment;
Computes taxes to be paid for the taxable expenses per prevailing tax laws;
Assists in checking the Registry of Allotment, Obligations, Disbursement and Balances (PS,MOOE,CO);
Maintains updated database of PCHRD funded GIA projects and S&T activities, releases and obligations of Trust funded projects for the current year;
Assists in maintaining the database of General Fund-Cash Releases and Utilization in monitoring the monthly/quarterly cash utilization of the Council;
Assists in the documentation and reproduction of budgetary/ financial reports /documents;
Assists in the study, review and analyses of the existing budgetary methods and fiscal operation procedures to ascertain weaknesses and deficiencies requiring correction;
Acts as co-Liaison Officer to DBM, Congress (House of Representatives and SENATE), and other government and non-government agencies;
Performs other duties and functions assigned from time to time by the Head Budget Officer and Chief of Finance and Administrative Division.
