Administrative Officer II (Financial Analyst I)
TERMS OF REFERENCE

QUALIFICATION GUIDE
Minimum Qualification Standards:
Education : Bachelor's Degree relevant to the job (Preferably Accounting-related courses)
Training : None Required
Experience : None Required
JOB DESCIPTION:
i. Processes all financial transactions/budget of the project at the regional level;
ii. Ensures availability of funds of all financial transactions processed;
iii. Maintains registry of allotment, records and files of financial transactions;
iv. Reviews documents pertaining to financial transactions with strict adherence to the cost Parameters established by the Department;
v. Prepares and facilitates in the preparation of Monthly Cash Program of Pantawid Pamilya;
vi. Prepares/submits monthly, quarterly and annual budget reports and monitoring to DSWD Central Office (CO) and other oversight agencies;
vii. Must travel to assist in the OTC payments and reconcile/validate LBP copies of the debit Memo, list of beneficiaries submitted by LBP servicing banks after every scheduled Over-The-Counter (OTC) payment vis--vis Payroll/List of Beneficiaries from Municipality/City Link;
viii. Reconciles the payroll/list of beneficiaries against the list of beneficiaries served by LBP Servicing banks and prepare the liquidation report for OTC payment;
ix. For simultaneous OTC payments, must collect Municipal/City Links and reconcile/validate LBP copies of the debit memo, list of beneficiaries submitted by LBP servicing banks after every scheduled Over the counter (OTC) payment vis-a-vis Payroll/List of Beneficiaries from the Municipal/City Link;
x. Reconciles the payroll of beneficiaries against the list of beneficiaries served by the LBP Servicing banks;
xi. Prepares a list of unpaid beneficiaries at the end of every scheduled OTC payment;
xii. Submits to FA II, the reconciled/validated liquidation report for onward submission to DSWD CO-FMS;
xiii. Performs other function as may be directed by the Budget Officer/Field Accountant.
