Opportunity 2.0, funded by USAID, will strengthen second-chance education programs for vulnerable out-of-school youth in the Philippines. Opportunity 2.0 (02) will collaborate and work with national and local systems supporting youth in order to provide 180,000 youth with the skills and opportunities to improve their education, employment, and livelihood outcomes.
Achieving this vision will require a multi-faceted, systems-strengthening approach that aligns the formal education system, markets, and youth "sub-systems" at the regional levels. This will be achieved by providing experienced project personnel embedded in government departments; further aligning the input of technical assistance; and maximizing opportunities to bring together the respective stakeholders to identify and refine synergies and transition pathways for youth, particularly between Department of Education (DepEd)'s Alternative Learning System (ALS) program and the Technical Education and Skills Development Authority (TESDA).
Position Description
The Youth Development Officer under the supervision of the Youth Development Coordinator will assist the YDCs in implementation of activities in the field, ensuring fidelity of implementation and quality assurance. The Youth Development Officer's key activities will focus on field visits, daily monitoring of training activities and provide one-on-one support to YDAs, local service providers and partners and other relevant key stakeholders.
Essential Functions
The Admin/Operations Officer's specific responsibilities will include the following tasks at the hub level, but are not limited to:
- Establish and maintain field office inventory list. Conduct inventory counts as required and report results to Operations/Procurement Manager, record movement of project assets.
- Assist Operations/Procurement Manager to identify preferred hotels, car rental providers, travel agencies and other logistics service providers
- Arrange approved travel requested by staff/consultants.
- Ensure administrative systems are in place and compliance by field staff.
- Provide daily guidance on the regional hub operations, discuss updates and report concerns to the hub's senior EDC employee.
- Participate in staff meetings.
- Establish and maintain the hub's filing system (paper-based and electronic).
- Handle petty cash disbursement and replenishment.
- Ensure that procurement practices are in compliance with EDC's Policy and Procedures Manual and USAID rules and regulations.
- Manage the overall procurement process at the hub level. Prepare requests for quotations, conduct bid evaluation, prepare price analysis, and conduct due diligence (reference checks and site visits) and draft purchase orders in support of the procurement of goods and services for the project.
- Work closely with the project technical teams and provide procurement guidance and assistance to trainings, events and activities that will require the rental of venues or hotels, catering services, transportation services and procurement of stationery and supplies.
Qualifications
Education
Secondary education and 4 years of directly relevant experience required. Bachelor's degree in Business Administration, Accounting, or another related field is highly preferred.
Skills and Experience
- Minimum 4 years of experience providing project administrative and office support in the Philippines, preferably with USAID-funded projects.
- Experience with administration, logistics and operations functions including staff supervision required.
- Experience in competitive procurement of goods and services required (experience in administration of subcontracts and purchase orders strongly preferred).
- Detail-oriented and organized.
- Proficiency in MS Office (Word, Excel) and preparing effective presentations and reports.
- Ability to work hands-on, independently, and within team in difficult work environment.
- Willingness to frequently travel to areas covered by the project (Luzon, Visayas, and Mindanao).
Language
Working knowledge of Filipino language and dialect(s), and fluent English language written and oral communication skills.
